Selecting impasse panel chairperson. If an impasse in negotiations should arise and the panel members representing the Board and TAAAC cannot agree upon or acquire the services of a third panel member within the time limits provided by law, the Board or TAAAC shall jointly request the American Arbitration Association to submit a list of seven names from which the parties will strike names alternately until only one name remains. This person shall be designated as the third member.
