Seniority - Skill and Ability Factors. In filling a vacancy, the employee signing with the greatest seniority in the bargaining unit shall be given first consideration except as provided for in Section 7.4. below. Skill, ability and efficiency shall be taken into consideration only when they substantially outweigh consideration of length of service.
