SPECIAL GRIEVANCE PROCEDURE. A claim by a seniority employee of discharge or suspension without just cause shall be treated as a grievance if a written statement of such grievance is submitted to the Superintendent of Employee Relations or designate at Step of the Grievance Procedure within ten (10) working days after the employee ceases working for the Employer. If properly processed, in conformity with Step such grievance may proceed through the grievance and arbitration procedures set out in this Agreement. Should it become necessary to discipline, suspend or discharge an employee, it shall be done in the presence of an Executive member of the Union, if the employee so prefers.
