- Staffing and Supervision Guidelines. The City recognizes the need to maintain adequate staffing and supervisory levels. To this end, the City will make reasonable efforts to assure that properly qualified supervisory staff are assigned to all shifts, balanced by the need to respect the employee’s need to be away from the job and the organizational need to provide growth and development opportunities for the purpose of succession.
