Swift Floating Surface Collector. Operation of the Swift FSC was suspended periodically in January on account of severe weather conditions, ice and snow build-up, debris loading, emergency repairs, and poor road conditions. The FSC was returned to service once conditions improved. During the month of January, only 272 fish were collected with the majority of those fish being transported downstream. Juvenile coho and spring Chinook accounted for the largest percentage (84%) of fish collected. Swift Floating Surface Collector. The FSC went back into operation on March 31, 2014 after completion of Phase I of the Swift barrier net project. A total of 3,688 fish were collected during the month of May. The majority (64 percent) of these fish were coho smolts (n=2,352), followed by cutthroat trout (n=515), steelhead smolts (n=310), and Chinook smolts (n=216). The presence of coho fry (n=83) has declined since April. Four adult steelhead kelts were captured and returned to the lower Xxxxx River. One subadult bull trout was captured and returned back to Swift Reservoir along with a couple hundred hatchery rainbow trout (n=206). Four adult steelhead (kelts) were collected and transported downstream. All coho, Chinook and steelhead smolts and cutthroat were transported downstream. All fry, bull trout, and planted rainbow were returned to Swift Reservior.
Swift Floating Surface Collector. A total of 11,240 fish were collected at the Swift FSC during the month of June; of which most were transported downstream. The majority (90 percent) of these fish were coho (n=10,118), followed by planted rainbow (n=813), steelhead (n=131), cutthroat (n=89), spring chinook (n=75) and bull trout (n=3). Subsampling ended on June 18th; at which time all fish were enumerated and sorted. The FSC remained in operation throughout the month of June. Water temperature recorded at the FSC on June 30 was 16.9 oC.

A total of 215 juvenile fish were collected during the month of October and transported downstream. Swift Floating Surface Collector. A total of 510 fish were collected at the Swift FSC during the month of July; of which most were transported downstream. The majority (67 percent) of these fish were coho (n=340), followed by planted rainbow (n=136), steelhead fry (n=25), and cutthroat (n=4). No spring Chinook were collected. The Swift FSC was turned off for summer maintenance on July 14, 2016. The summer outage period was established by PacifiCorp with concurrence of the Xxxxx River Aquatic Coordination Committee in order to preform annual maintenance on the facility. During this time period, reservoir water temperatures are generally warm and fish migration numbers are low. The FSC will be returned to service mid-October once water temperature begin to cool and fish begin out-migrating again. Water temperature recorded at the FSC on July 14th was 17.9 oC.
Swift Floating Surface Collector. The FSC was turned off on August 29th, 2014 for annual maintenance followed by contracted work scheduled throughout the month of September. The FSC was put back into service on October, 9th, 2014. Only two (2) smolts (one coho and one Chinook) were collected after the first day of operation. Based on last year’s data the majority of fish that were collected in the fall were collected in the month of November. There was discussion regarding how to release smolts being transported from the FSC this coming year. Last year, it was decided that smolts could be released directly into the river because the Woodland Smolt Recovery Ponds were not yet built. With the possibility of further construction delays, it was recommended that PacifiCorp begin releasing the smolts at Xxxxx River Hatchery so they can be monitored and allowed to recover 24-hours before being released into the river. However, the conditions for releasing smolts from Xxxxx River Hatchery back into the river are not ideal. Karchesky (PacifiCorp) recommended that only a subsample of transported smolts be initially released at the hatchery to evaluate how smolts transition from the raceway to the river and whether releasing fish at the hatchery was doing more harm than good. Xxx Xxxxxxx (LCFRB) agreed that would be a good approach, but commented that if release conditions are found to be benign, then the goal should be that all smolts released at the hatchery to recover until the Woodland Release Ponds are built. Xxxxxxx Xxxxx (Cowlitz Indian Tribe) is in favor of holding fish to stay on the safe side. Xxxxxxxx Xxx (NMFS) expressed that she is worried about holding all of them and is supportive of holding some; but the appropriate percentage has not be determined since the discharge pipe that smolts will be traveling through is not intended for fish passage. Xxx also communicated that the temporary release ponds will allow them time to acclimate before dumping them in the river. In theory, we may disadvantage fish by dumping them directly into the river; the ACC needs to try to figure out the best approach to minimize risk. Xxxxx indicated that he will have WDFW staff present to observe during discharge efforts. Xxxxx will contact the hatchery staff to discuss the timing of additional discussion with the ACC. The requirements of Section 6002 include: (1) procuring only items designated in guidelines of the Environmental Protection Agency (EPA) at 40 CFR part 247 that contain the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of competition, where the purchase price of the item exceeds $10,000 or the value of the quantity acquired during the preceding fiscal year exceeded $10,000; (2) procuring solid waste management services in a manner that maximizes energy and resource recovery; and (3) establishing an affirmative procurement program for procurement of recovered materials identified in the EPA guidelines. Pursuant to the Federal Rule above, as required by the Resource Conservation and Recovery Act of 1976 (42 U.S.C. § 6962(c)(3)(A)(i)), Respondent certifies that the percentage of recovered materials content for EPA-designated items to be delivered or used in the performance of the Contract will be at least the amount required by the applicable contract specifications or other contractual requirements. A RTICLE 40: XXXXXXXX “ANTI-KICKBACK” ACT Contractor shall comply with 18 U.S.C. § 874, 40 U.S.C. § 3145, and the requirements of 29 C.F.R. pt. 3 as may be applicable, which are incorporated by reference into the contract.
