TRANSFERS, VACANCIES AND PROMOTIONS. Although the Committee and the Association recognize that some transfer of teachers from one school to another is unavoidable, they also recognize that frequent transfer of teachers is disruptive of the educational process and interferes with optimum teacher performance. Changes in grade assignment in the elementary schools and in the secondary schools will be voluntary. Exceptions to the provisions in this Article may be made only if the Superintendent (or his/her designee) determines that it is necessary to do so in the best interest of the educational process but in no instance shall this provision be applied to circumvent the rights and obligations contained in Article XI, Reduction in Force.
