TRANSFERS, VACANCIES AND PROMOTIONS. 14.1 First Consideration Employees in the bargaining unit shall be given first consideration in filling any new position, which is created, or any existing position, which becomes vacant, according to the provisions of this Article, after the announcement of the position being open.
