Transit Evaluation Objectives. A Transit Evaluation Plan was developed for FTA to guide the transit evaluation process. A summary of this is provided as a matrix in Appendix A2. The plan aims to address the four basic objectives identified in the National Evaluation Framework document developed by the National Evaluation team led by the Battelle Memorial Institute.
