Translation Capabilities. The contractor must demonstrate knowledge of the translation process, possess excellent communication skills and ability to handle complexities and nuances of written translation. It is the Contractor’s duty to ensure that translations are linguistically accurate and culturally appropriate, while recognizing that translation takes place on a “concept” basis, rather than word-for-word. The State requires that translation service providers create accurate translations without embellishments or omissions.
