Unusual or compelling urgency. While expected to be rare and infrequent, there may be occasions when recipient will need goods or services during a time of unusual or compelling urgency. In this case, an emergency or urgent demand may exist and competitive procurement would take too long. Lack of planning does not constitute an urgent situation. Grantee must secure CI’s written approval prior to making purchases or awards on the basis of sole source selection. Failure to obtain such written approval may result in a declaration of cost-disallowance:
