Use of Mail Systems. In recognition of the Union’s obligations as the exclusive representative of all employees in the bargaining unit regardless of Union membership, the Union may utilize the Employer's messenger service and, to the extent that they do or may exist, electronic mail (email) system(s) for the duration of this Agreement for internal Union business, provided that said mailings are clearly identified as the property of the Union and, if email, contain “UNION BUSINESS” in the subject line. Mailings and emails shall not be sent or opened by employees during work time and cannot interrupt the normal course of the Employer’s business. The Union agrees to abide by the terms of the Employer’s Computer Use Agreements when utilizing the Employer’s email system(s). Internal Union business may include, but is not limited to, posting of notices, Union elections, reports of the Union or its committees, legislative news, decisions of the Public Employee Labor Relations Board (PELRB), and judicial decisions affecting public employees. The Union shall not mail or email any materials which are obscene, defamatory, or which may impair the operation of the department; or, which constitute partisan, political campaign material.
