WORKING RULES. The Department may adopt rules and regulations for the operation of the Department and the conduct of its employees; provided any such rules and regulations shall not conflict with any provisions of this Agreement, the Statutes of the State of Nebraska or the Charter and ordinances of the City of Lincoln.
