Upon the City’s receipt of a written request from Master Developer and the CFD Administrator, the Special Tax Rates on Taxable Property may be reduced to a level which will provide not less than the sum of estimated Administrative Expense Requirement and one hundred ten percent (110%) of the estimated debt service with respect to the amount of Bonds requested to be issued in such written request.
Notwithstanding the foregoing, at the direction of the District, amounts in excess of the Administrative Expense Requirement may be transferred to the Administrative Expense Fund prior to the transfers to the Interest Account, the Principal Account and the Redemption Account pursuant to Sections 3.4 and 3.5 below to the extent necessary to collect delinquent Special Taxes.
Notwithstanding the foregoing, no partial prepayment shall be allowed unless the aggregate amount of Maximum Special Taxes less the Administrative Expense Requirement that may be levied on Taxable Property, respectively, after the proposed partial prepayment is at least1.1 times the Debt Service on all Outstanding Bonds in each Fiscal Year.

Subject to the provisions of the following paragraphs of this Section 8.2(b), the amount of the Second Series of Bonds shall be based on (i) 100% of the projected Assigned Special Taxes for all 140 Dwelling Units sold and closed to third-party owners, plus (ii) 100% of the projected Assigned Special Taxes for the Custom Lots equaling 110% of annual debt service on the First and Second Series of Bonds, plus the Priority Administrative Expense Requirement.
