Challenging behavior means a persistent pattern of behaviors that inhibit the individual's functioning in public places, in the fa­ cility and integration within the community, or uncontrolled symptoms of a physical or mental condition. These behaviors may have been present for long periods of time or have manifested as an acute onset.
