Family in need of services means an intake category in which a request has been made for a PCSA to provide or Ohio department of job and family services (ODJFS) to facilitate one or more of the following types of services to a family:

The child must be referred to a law enforcement agency, the Department of Juvenile Justice, or an agency contracted to provide ser- vices to children in need of services. A family is not eligible to receive services if, at the time of the referral, there is an open investigation into an allegation of abuse, neglect, or abandonment or if the child is currently under supervision by the De- partment of Juvenile Justice or the Department of Children and Family Services due to an adjudication of dependency or delinquency.
