If the Employee or the Union is dissatisfied with the decision at the First Stage, the Employee or the Union may refer the matter to the Vice President of the division in which the Employee is assigned, by submitting a copy of the grievance and the First Stage decision, along with a request for Second Stage review, within fourteen (14) calendar days of its issue.
An employee who is an unsuccessful applicant for a position may appeal the selection in accordance with the grievance procedure (Clause 23.9), submitting the grievance at the First Stage.

SECOND STAGE: If the decision rendered at the First Stage does not resolve the grievance then the Employee or the Association shall, within ten (10) working days, refer the grievance to the appropriate Vice-President with a copy to the Vice-President (Human Resources, Audit and Sustainability).
If the employee is not satisfied with the Deputy Fire Chief’s response, the Union may choose to advance the complaint to the First Stage of the formal grievance procedure.
In no event, however, shall a grievance cite as an alleged violation an act which occurred more than thirty-five (35) days prior to the filing of the written grievance by the teacher in the First Stage of the proceeding.
