The Mekong River Commission (MRC) was established by the 1995 Agreement on Cooperation for the Sustainable Development of the Mekong River Basin, between the Governments of Cambodia, Lao PDR, Thailand and Viet Nam.
Drawing on the ongoing dispute between Vietnam and Cambodia over hydropower development on the Se San River at the Yali Falls dam (Lerner, 2003; Rutkow et al., 2005) and the controversy over the so-called ‘Thai Water Grid,’ the grandiose proposed interbasin transfers from tributaries in Cambodia and the Lao PDR to support irrigation in northeastern Thailand (Molle & Floch, 2007; Molle et al., 2009a), it is apparent that development concerns trump environmental ones in the LMRB.
Since mid-2006, the four LMRB states have been investigating proposals for 11 dams on the Mekong mainstream located at Pak Beng, Luang Prabang, Sayabouri, Pak Lay, and Sanakham in the northern Lao PDR, at Pak Chom and Ban Koum on the Thai—Lao PDR border, at Lat Sua and Don Sahong in the southern Lao PDR, and at Stung Treng and Sambor in Cambodia (International Rivers Network, 2008).
They note that dams are being built in China, the Lao PDR and the highlands of Vietnam ‘with little reference to multilateral frameworks like the MRC’ (Lebel & Garden, 2008).
