Local operator definition

Local operator means a legal entity, which has a license to render local telecommunications on the territory of the Russian Federation or its part, which renders to the User access to Telecommunications, and whose telecommunication networks have an access to public RF telecommunication networks.
Local operator means a telecommunication operator meeting all the following criteria: a) the operator has the license for local telecommunication in the Russian Federation; b) telecommunication network of this operator has an output to the PTN of the Russian Federation; c) the User is a Subscriber of the Operator; d) operator provides the User access to the Telecommunication Services. e) operator has the right to perform actions connected to billing the Users for the Telecommunication Services rendered by the Operator on the basis of the Agreement signed with the Operator or on the basis of the Agreement with a legal entity, to which the Operator granted the right and/or imposed the obligation to sign such an Agreement with an operator.
