Mitigating measure means an activity proposed or undertaken by federal or other state agencies, the department or project sponsor to reduce the severity or extent of adverse envi- ronmental impacts that would result from a proposed activity. The conveyance of land, or other assets, to local units of government, the state of Wisconsin or the federal government to offset the adverse impacts of a proposal is not considered a mitigating mea- sure.
