NATO personnel definition

NATO personnel means the civilian and military personnel of the North Atlantic Treaty Organisation with the exception of personnel locally hired;
NATO personnel means the military and civilian personnel assigned or attached to or employed by NATO.
NATO personnel means the military, civilian, and contractor personnel assigned or attached to or employed by NATO, including the military, civilian, and contractor personnel from non-NATO states participating in the Operation, with the exception of personnel locally hired.
