Payroll service definition

Payroll service means a third party, under contract with a taxpayer to provide tax payment services on behalf of the taxpayer.
Payroll service means a service provided, pursuant to a written agreement, by a licensed check casher to an employer in which the employer pays a fixed fee or rate for the on-site delivery of payroll or cashing of payroll checks issued to its employees, at no cost to the employees.
Payroll service has the meaning given to it under clause 4, and consists of payroll without insurance service and/or payroll with insurance service. "Funds Transfer Service" means the Payroll Service and the IFT Service.
