Physical restraints shall not be used on patients by DSHS staff within or outside of state hospitals unless it is clinically determined that the patient presents an escape risk or an imminent risk of harm to self or others.
Physical restraints, i.e., use of a staff member’s body to prevent injury to the member or another person are allowed in cases of emergency.
Physical restraints are defined as any manual method or physical/mechanical device, material or equipment attached or adjacent to a resident’s body that cannot be removed easily (by the resident) and which restricts freedom of movement or normal access to one’s body.
Physical restraints include leg/arm restraints, hand mitts, soft ties, vests, lap trays and using side rails in bed to prevent a resident from voluntarily getting up.
Physical restraints may be used in an emergency when necessary to protect the resident or others from injury or to prevent physical harm to the resident or others resulting from the destruction of property, provided that written authorization for continued use of the physical restraints is obtained from the physician as required by law.
