The Unit President or his or her designated representative, before deciding whether to take a grievance which includes a claim of discrimination under Article XI, Section 6, to the Plant Review Board, may refer the grievance to the Chairperson of the Civil Rights Committee of the Local Union for a factual investigation and report.
