Spill Prevention Control and Countermeasure Plan definition

Spill Prevention Control and Countermeasure Plan or "SPCC" shall mean a plan developed in accordance with 40 C.F.R. Part 112 to be implemented for onshore facilities that includes physical structures and other measures to respond to and to prevent spills of oil or hazardous substances from reaching navigable waters.
