Accession of Non-Party Range States. 7.12.1 The Executive Secretary introduced this agenda item, noting that there had been no new accessions of non-Party Range States to the Agreement during the past triennium. During this period the number of non-Party Range States had increased significantly, due to the listing of the northern hemisphere species of albatrosses at MoP3 and the increasing use of flags of convenience by fishing vessels.
