Activity 4-3 Sample Clauses

Activity 4-3. Drafting of safety principles, requirements and criteria for new power reactors Based on the discussions held during the workshop, the Contractor shall prepare, in close cooperation with staff of the NRA draft regulations supporting NRA´s Action Plan in the area of safety principles, requirements and criteria for new power reactors. This will be done in very close coordination with the End User, including by exchanging documents through e-mail and by the Contractor´s experts to NRA premises to complete the drafts on site. The activity should follow the requirements of the management system as developed in task 2 and/or provide feedback where possible. For planning purposes, the Contractor should foresee spending about 6 man-months working directly in situ with NRA staff involved in the preparation of strategic documents; this effort should be deployed over one or more periods of time and by one or more expert, the choice being determined by the most cost effective means. The Contractor shall ensure that the draft regulations are consistent with the principles set out by the Convention of Nuclear Safety, the Vienna Declaration and relevant guidance from IAEA and WENRA. The regulations and guidance prepared should establish the general design criteria, such as defence in depth and use of multiple barriers, design basis accidents, redundancy and diversity, independence of safety systems, common cause failures or single failure criterion among others. Furthermore, safety principles and objectives applicable to later phases of the life cycle (operation and decommissioning) shall be covered as well, as long as they have an impact on the design or construction phases. The regulations shall be ready to start the formal review and approval process established in Ghana for nuclear safety regulations and guides, however this process is not part of this project.
