Alternatives Development and Analysis. This section of the scope of services describes how HDR will select the alternatives that will be considered for the Dell Range Boulevard & Converse Avenue intersection, how those alternatives will be evaluated, and how a preferred alternative will be selected. The evaluation will consider impacts to nearby businesses and intersections along the Converse Corridor in close proximity to the intersection, including the Mountain & Dell Range; Grandview & Dell Range; Masonway & Converse; Point Bluff & Converse; and Xxxxx & Converse intersections. Traffic data will be provided by the City for these intersections, including peak hour turning movement counts for the AM and PM peak hours. Impacts to business access will be qualitative in nature, not quantitative. Alternatives Development HDR will develop up to five (5) alternatives for the Dell Range Boulevard/Converse Avenue intersection. These alternatives may include the alternatives listed in the proposal and any other alternatives that will be discussed in the project kick-off meeting and a subsequent project team meeting to review the results from Task 3.1.

Alternatives Development and Analysis. Subtask A: Design Criteria The ENGINEER shall use design criteria as set forth in Roadway Design Manual, Bridge Design Manual, Hydraulic Design Manual, and other deemed necessary State approved manuals. In addition, the ENGINEER shall prepare the Design Summary Report, (DSR). The ENGINEER shall prepare all work in accordance with the latest version of applicable State procedures, specifications, manuals, guidelines, standard drawings, standard specifications or previously approved special provisions and special specifications to include: the Roadway Design Manual, Hydraulic Design Manual, the Texas Manual on Uniform Traffic Control Devises (TMUTCD), Standard Specifications for Construction and Maintenance of Highways, Streets and Bridges, 2014, and other State approved manuals. When design criteria are not identified in State manuals, the ENGINEER shall notify the Mobility Authority and refer to the American Association of State Highway and Transportation Officials (AASHTO), A Policy on Geometric Design of Highways and Street, (latest Edition). In addition, the ENGINEER shall follow the guidelines shown in the PS&E Preparation Manual which the ENGINEER may download from the TxDOT website. The ENGINEER shall obtain written concurrence from the Mobility Authority prior to proceeding with a design if any questions arise during the design process regarding the applicability of the design criteria. Alternatives Development and Analysis. Following identification of alternatives to include for further analysis under Task 6.2, Consultant shall further develop up to a total of seven (7) alternatives as necessary to complete an analysis of the feasibility and selection of a preferred alternative or alternatives that can be moved forward to final design and construction. Consultant shall complete the following under this subtask: • Develop draft concept level plans including: o Roadway and utility plans and profiles (at 1:30 scale) o Typical cross sections – up to three (3) per alternative o Bridge / structure plans, sections and elevations (Hawthorne Avenue) • Develop final concept level plans incorporating comments from City and other stakeholders. • Develop presentation graphics for each of the seven (7) defined alternatives including: o Annotated plan view-layouts (at 1:30 scale) overlaid on aerial imagery – one (1) per alternative o Sketches utilizing photographs – one (1) per alternative • Develop 3d perspective renderings- up to one (1) per preferred alternative • Develop construction cost estimates for each of the defined alternatives at a level of detail typically associated with Conceptual Design. These estimates will include a 40% contingency to account for unknown conditions. The construction cost estimates will be provided in the Alternative Analysis Report. • Work with City staff and stakeholders to refine evaluation criteria defined under Task 6.1. • Develop a DRAFT analysis comparing the identified alternatives using the refined evaluation criteria and weighting with the goal of assisting the City with selection of a preferred alternative or alternatives. • Work with City staff and stakeholders to refine the analysis and associated scoring and finalize the alternatives analysis. • Work with the City and stakeholders to score the alternatives and recommend a preferred alternative at each crossing.   • Statistical Analysis 31 F-tests and t-tests will be used to analyze OV and Quality Acceptance data. The F-test is a 32 comparison of variances to determine if the OV and Quality Acceptance population variances 33 are equal.
