BASIS FOR AWARD AND EVALUATION FACTORS. In selecting the best overall offer, the following factors will be considered: (1) technical capabilities, (2) past performance, and (3) price. The Offeror must be determined to have acceptable technical capabilities and past performance before further consideration will be given; that is, selection of the contractor is to be based on the establishment of minimum requirements to be evaluated on an “acceptable” or “unacceptable” basis. Proposals are evaluated for acceptability, but not ranked using the non-price factors.
