Berthing Policy. Container ships for the Terminal will be berthed and sailed as per decision of the PQA Berthing Committee based on the standard policy for Container Terminal Operators at Port Qasim on first come first served basis except when it is necessary in the national interest to supersede any such priority. In accordance with prudent port practices, the berthing policy shall at all times take into account the size of the vessels calling the Terminal and ensure that PQA shall berth the vessels at the earliest and sail them at the earliest on receipt of intimation of readiness to sail. QICT shall be entitled to provide a berthing window for carriers whose ships call at the Terminal on a regular basis. A separate berthing queue will be established for the Terminal. An out of queue ship opting to be served at the Terminal may be given berth however without disturbing the regular vessel schedule cycle. Only container vessels/cargo (including RORO) and vessels carrying Project cargo for QICT’s own use and consumption shall be handled at the Terminal. In addition, special vessels or special lift may be handled at the Terminal by mutual agreement of the Parties, in which event the Royalty payable in respect thereof will be agreed by the Parties.
