Brief description of the required services. An increasing workload and a peaking demand for appraisal and monitoring of EIB investments in the education sector has necessitated additional capacity to support the Life Sciences & Health and the Education & Public Research divisions, primarily, and other sectors that form part of the Innovation and Competiveness Department (INCO), such as Digital Infrastructure, Small Business & Innovation Advisory and Sustainable & Digital Industries. The INCO department of the EIB has launched this framework to seek technical (engineering) advice, assistance and support in the appraisal, monitoring and implementation of its loan operations and investments in projects within the EU and outside of the EU. More information is provided in Annex A 1.4.
