Changes in Conditions of Employment Which Are Not Specifically Established by the Agreement. Any term and/or conditions of employment not specifically established by this Agreement shall remain within the discretion of the City to modify, establish or eliminate; provided, however, that no such determination shall be implemented prior to consultation with the Union, as provided below in Subsections (A) and (B):
