Classification of Services. Telecommunication services are classified into Network Services and Value-Added Services on the basis of the ownership of telecommunications network facilities: - Network Services is defined as telecommunications services which are provided through telecommunications network facilities of Network Service Providers ("NSP"), which own and operate their own network facilities. Network Services is further classified into General Services and Specific Services, based on technical specificity or geographical restrictions; - Value-Added Services means telecommunications services which are provided through telecommunication facilities leased form NSPs and which store and forward, process and forward, the customer' s information on a non-real time basis. Classification of service providers Telecommunications service providers which own and operate their own network facilities are defined to be Network Service Providers ("NSPs"), and those which provide telecommunications services using telecommunications network facilities leased form NSPs are defined to be Value-Added Service Providers ("VSPs"). NSPs are further classified into General Service Providers ("GSPs") and Specific Service Providers ("SSPs") based upon technical attributes and geographical limitations of the services provided. The scope and types of telecommunications services to be provided by a telecommunications service provider is determined by the classification of the service provider: - GSPs are allowed to provide telephone service, telegraph, telex, leased line service, data communications service, facsimile service, and other services designated by the Minister of Communications ("Minister"); - SSPs provide telecommunications service that are restricted technically or geographically, such as cellular telephone service, paging service, trunked radio service, and other services designated by the Minister; - VSPs are allowed to provide Value-Added Services including on-line data base and remote computing services, simple data transmission services, and other services designated by the Minister.
