CONDITIONS FOR AGREEMENT TO BECOME EFFECTIVE. This Agreement shall not become effective unless each of the following conditions are met: the Agreement is executed by (1) the Council, on behalf of itself, (2) the participating affiliated Local Unions; and (3) the Commissioner of DDC or their designee.
