CONDUCTING UNION BUSINESS. A. No Union member or officer or authorized representative shall conduct any Union business on Township time except as specified in this Agreement. B. No Union meetings shall be held on Township time or using Township facilities unless specifically authorized by the Township. C. D. The Township agrees that it will permit the Authorized Representative, or a predesignated assistant, but not both, to take a reasonable amount of time from the job to confer with management on, or to investigate grievances without loss of pay, provided prior arrangements to be excused are made with his/her supervisor. E. Effective with signing of this agreement, the President will be allowed time off with pay, and one other officer, not from the same department, will be allowed time off without pay, not to exceed two (2) days per year each, to attend any Union seminar or conventions, provided at least ten (10) days prior thereto, written notification of the intention to attend said seminar or convention has been given to the appropriate Department Head.

CONDUCTING UNION BUSINESS. A. No 4.01. The council or international representative of the American Federation of State, County, and Municipal Employees Union member shall be allowed to visit the various departments in the City at reasonable hours, provided that they shall first notify the Department Director or his designee. Union representatives shall not interfere with the conduct of the operations in the department or with the employees.
4.02. The City will not interfere with the rights of its employees to become members of the Union. The parties each agree that neither shall engage in practices intended to harass, coerce, or intimidate any employee regarding Union membership or non-membership. Members of the bargaining unit shall be eligible for union membership beginning on their first day of employment with the City.
4.03. All Union officers and shop stewards referred to with specific duties or responsibilities in this Agreement shall be benefited employees of the City.
4.04. Union officers, shop stewards, or members shall not collect dues, or conduct union business during working hours, except as allowed under Section 4.07.
4.05. When a shop xxxxxxx or officer or authorized representative shall conduct any must enter a work area other than their own for the purpose of conducting Union business on Township time except as specified in this Agreementbusiness, he must notify the supervisor of that area of his presence and the nature of his business.

C. The Union will notify and shall function on behalf of the Township of its official employee representatives selected from employees in the bargaining unit. One such official employee representative No more than 19 stewards and 2 Chief Stewards shall work in be selected. The Union shall furnish the Municipal Building, and at least one shall work in Police Headquarters. One list of the designated Union representatives shall be designated names of those selected and notify the Human Resources Department of any changes in this list as the Authorized Representative. The remaining representatives will be designated as Assistant Representatives. Only the Authorized Representative or a predesignated Assistant Representative in his/her absence may confer with management on grievances or other matters of mutual interest. It is understood and agreed that the Assistant Representatives shall not act as the Authorized Representative unless designated to do so in the absence of the Authorized Representative. The Township acknowledges the right of the Union to select a representative who is not an employee to participate in such conferences as may occur between the Township and the Authorized Representative on matters related to grievancesthey occur.
D. The Township agrees that it will permit the Authorized Representative4.07. A shop xxxxxxx, upon request to his immediate supervisor or designated representative, shall have a predesignated assistantprivilege, but not bothwithout unnecessary delay, to take a reasonable amount of devote time from the job to confer with management onduring normal working hours, or to investigate grievances without loss of pay, provided prior arrangements for reasonable periods:
A. To investigate any grievance or dispute so that it may be properly presented to the supervisor or the designated representative.
B. To present to a supervisor a grievance or dispute which has been requested by an employee or a group of employees.
C. To attend meetings with supervisors or other City representatives when these meetings are necessary. All meetings will be excused are made held without unnecessary delay.
D. To confer with his/her a duly accredited officer of the Union and/or employee on City premises at such time as may be authorized by his supervisor.
E. Effective To confer with signing duly accredited Union field representatives on employer premises. A union officer or shop xxxxxxx may, if work conditions allow and upon approval of this agreementhis immediate supervisor, be given use of a private room for such purposes. If no private room is reasonably available, such officer or xxxxxxx may be given leave to use the union labor hall for a designated period of time. Such time shall be agreed upon in advance.
4.08. Prior to any proposed investigation of grievances, the President xxxxxxx shall obtain permission from his own supervisor and the grievant’s supervisor, which will be allowed time off with paygranted unless the xxxxxxx or grievant is working on something that requires their immediate attention. If permission cannot be immediately granted, and one other officerthe City will arrange to allow investigation of the grievance within three days. Supervisory permission shall be given verbally to shop stewards provided that verbal authorization ensures adequate controls; otherwise, not from the same department, written permission will be allowed time off without payrequired. If it becomes necessary for a xxxxxxx to receive written permission, not to exceed two (2) days per year eachthe City will provide a form which will be used for this purpose.
4.09. At any investigatory interview between a representative of the City and an employee that may result in discipline, to attend the employee may select any Union seminar representative to be present if the employee so requests. Pay for Union representation under this section shall be at the employee’s basic hourly rate and only for actual time spent within his normal daily work schedule.
4.10. Union notices may be posted on the City’s bulletin boards in a space reserved for Union notices. Copies of such notices shall first be submitted to management for approval and must be signed by the Union official responsible for its posting. Unsigned notices may not be posted. The following bulletins, however, do not require prior approval by management:
A. Notices of Union recreational or conventions, provided at least ten (10) days prior thereto, written notification of the intention to attend said seminar or convention has been given to the appropriate Department Headsocial affairs.

The two (2) Assistant Stewards shall be restricted in their duties to relaying information regarding grievances to the Shop Xxxxxxx. It is understood and agreed that the two (2) Assistant Representatives Stewards shall not act as the Authorized Representative unless designated to do so in the absence of the Authorized RepresentativeShop Xxxxxxx. CONDUCTING UNION BUSINESS. A. No Union member 1. The Employer shall permit members of the PBA grievance committee (which shall consist of three (3) members, one (1) of whom shall be a supervisor) to conduct the business of the committee, i.e., conferring with Employees and the Employer on specific grievances in accordance with the grievance procedures set forth herein during duty hours of the members without loss of pay with the approval of the Chief of Police, or officer his designee, whose approval shall not be unreasonably withheld.
2. The grieving Employee(s) may attend the grievance with the approval of the Chief of Police, or his designee. A written request including the names of the Employees seeking approval shall be required. Said approval shall not be unreasonably

The State PBA Delegate, or his designee, shall be excused from his full tour of duty without loss of pay on the days when the regularly scheduled and specifically called statewide meetings are held. The State PBA Delegate shall also be grated time off without loss of pay to attend the regularly scheduled meetings of the Essex County PBA Conference, manpower permitting.
4. The Employer agrees to grant up to five (5) days time off without loss of pay to the President of the PBA, or his designee, for the purpose of conducting PBA business. This time off must be with the approval of the Chief of Police, or his designee, whose approval shall not be unreasonably withheld.
5. The Employer agrees to grant the necessary time off without loss of pay to the authorized representatives of the PBA to attend any convention of the NJ State Policemen’s Benevolent Association, as required by New Jersey law.
6. The PBA shall be afforded the use of Township facilities as available for committee meetings, monthly membership meetings and conferences, at no cost to the PBA, subject to availability.
7. The PBA President or representative shall conduct any Union business on Township time except as specified in this Agreement.
