CONTRACTING OFFICER’S AUTHORITY. The Contracting Officer is the only person authorized to make or approve any changes in the requirements of this contract and notwithstanding any provisions contained elsewhere in this Contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment shall be made in the contract terms and conditions, including price.

CONTRACTING OFFICER’S AUTHORITY. The CPSS CO administering this BOA has responsibility for ensuring the performance of all necessary actions for ensuring compliance with the terms of this BOA, effective contracting, and safeguarding the interests of the United States in its contractual and legally binding agreements. The CPSS CO administering this BOA is the only individual who has the authority to enter into, administer, or terminate this BOA and is the only person authorized to approve changes to any of the requirements under this BOA. Notwithstanding any provision contained elsewhere in this BOA, this authority remains solely with the CPSS CO administering this BOA, who also is the only individual who has the authority to open individual CPSS QPL windows.

S. Department of the Treasury's Invoice Processing Platform System (IPP). Payment terms for existing contracts and orders awarded prior to April 11, 2016 remain the same. The Contractor must use IPP for contracts and orders awarded April 11, 2016 or later, and must use the non-IPP invoicing process for those contracts and orders awarded prior to April 11, 2016.
