The DHP scheme should be seen as a short-term emergency fund. It is not and should not be considered as a way around any current or future entitlement restrictions set out within HB or UC legislation. Applications for DHP should only be made as a last resort. Awards will be made where the household demonstrates exceptional circumstances which can only be alleviated by additional financial support from the fund where no other alternatives exist. It is recommended that all claimants seek independent advice from the Citizens Advice or other similar agency to assist with improving their personal circumstances and maximising their income. The budget will be carefully monitored throughout the year to ensure the funding is used in the most effective way. Qualifying criteria for DHP payments may be altered in line with profiled budget expenditure during the year.

Statement of Objectives. The Agreement on the Transfer of Federal Gas Tax Revenues is targeted at “making a transformative difference in the sustainability and future prosperity of cities and communities in Xxxxxx Xxxxxx Island”. The Agreement seeks to xxxxxx sustainable cities and communities, which can achieve a higher quality of life and standard of living. The vision of sustainability reflected in the Agreement integrates the four independent dimensions: economic, environmental, social and cultural. Within this context, the “Community Fund” has been established primarily to assist local governments that did not receive a direct gas tax allocation, by providing funding for environmentally sustainable municipal infrastructure projects, and to assist them in becoming vibrant and prosperous communities. This does not prohibit local governments that receive an allocation from submitting projects that fit within the CF eligibility criteria. However, the application ranking process will promote the funding of projects for non allocated communities as well as cooperative projects that develop partnerships between allocated and non-allocated communities. Projects put forward for funding should indicate how they address the objectives of the gas tax program, including - cleaner air, cleaner water, and/or lower greenhouse gas emissions. Submissions should clearly state how these outcomes will be measured, using the examples provided in the outcomes indicator schedule of the gas tax agreement.
Statement of Objectives. The Parties agree that the primary objectives and guiding principles of their contractual relationship under this Agreement are as follows: (a) to enable TI and TELUS to meet their respective financial reporting obligations under the Securities Act, the Exchange Act and Canadian Securities Laws and to ensure consistency, where appropriate, between the public disclosure of TI and TELUS; (b) to document the collaboration and coordination obligations between TI and TELUS; and (c) to ensure the Parties regularly review, and if required refresh, the collaboration relationship contemplated under this Agreement so that the relationship continues to function effectively over the Term.
