CONSTRUCTION MANAGER’S PRECONSTRUCTION SERVICES Preconstruction Services. The Preconstruction Phase will start from the issuance of the notice to proceed through the execution of this Agreement. The Department will issue a notice to proceed for preconstruction services (the “Letter Contract”). During the Preconstruction Phase, the Construction Manager shall provide such preconstruction services as are necessary to properly advance the Project.
