Counterpart Support. 2. The Borrower shall make available adequate and timely budgetary allocations of the required counterpart funds in respect of the Project, including for (i) land acquisition and resettlement costs, and (ii) taxes and duties. The Borrower shall meet any financing shortfall to ensure that the Project and the Subprojects are fully implemented.
Counterpart Support. 13. The Borrower through the Project Executing Agency shall ensure that the counterpart funding required for successful Project implementation is timely allocated and provided. The Borrower shall cause the Project Executing Agency to adequately staff and equip the same Project implementation unit established for the Initial Project in a manner acceptable to ADB.
Counterpart Support. 3. The Borrower shall provide all counterpart funds, land and facilities required for timely and effective implementation of the Project, including, without limitation, (a) any funds required to meet additional costs arising from design changes, price escalation in construction costs and/or unforeseen circumstances; and (b) any funds and facilities to keep the PIU staffed and equipped in accordance with the provisions of the preceding paragraph. The Borrower shall make the resources thus required available on an annual basis for each fiscal year.

The Borrower shall provide, and shall ensure that each of the Project Executing Agencies shall provide, promptly and as and when needed, all adequate counterpart staff and resources required for timely and effective implementation of the Project. Such resources are to be made available on any annual basis for each fiscal year.
Counterpart Support. 14. The Borrower through the MRT shall ensure that the counterpart funding required for successful Project implementation is allocated in timely manner and provided. The Borrower shall cause the MRT to adequately staff and equip the Project implementation unit in a manner acceptable to ADB.

The Borrower shall cause the Project Executing Agencies to make available necessary counterpart funds for advance actions to: (i) prepare detailed designs based on the engineering concepts developed under the PPTA; and (ii) initiate the process of engagement of consultants for implementation support, capacity development, and awareness building activities under the Project.
