The following factors associated with the requirements of Chapter 163.3191, F. S., are examined and provide a basis for the issues for the evaluation and appraisal report included in the agreement to this exhibit: Finding -- Walton County’s 1997 population is 36,094, and it is not projected to exceed 50,000 until the year 2010. Therefore, the County’s meets the small counties population requirement of Subsections 163.3191(12) (a) and 12 (b) 1., F. S. Finding -- All of the County’s water, sewer, and solid waste services are supplied by providers other than the County. Subsection 163.3 191(12)(b) 4., F.S. Finding -- Since the County adopted its comprehensive plan in October 1996, it has adopted no large scale plan amendments and has adopted twenty-three small scale amendments involving 69.5 acres of land. These amendments were to allow more neighborhood-scale commercial and light industrial uses. There have been no challenges to these amendments. Subsection 163.3191(12) (b) 5, F.S. Finding -- The County has natural resources within its jurisdiction that have state or regional significance. These natural resources are protected by extensive state or federal ownership and by stringent natural resource provisions in the County’s comprehensive plan. Subsection 163.3 191(12)(b) 6., F.S. EXHIBIT 2 In an effort to promote a common understanding of the EAR as it is being written, publicly discussed, adopted, and reviewed, an outline of the EAR is hereby adopted as an Exhibit to the EAR Agreement.
