Develop a Strategy. Once the Stakeholders have been identified, and their values and concerns have been assessed, a strategy will be developed that is tailored to the objectives of the Involvement Process. Specific techniques will be selected based on the identified objectives and Stakeholder interests. As techniques are developed, it is important to determine how effective they will be in meeting the information goals of the project. The techniques or approaches selected must have credibility with the target audiences. The strategy must also be flexible to allow changes in response to changing needs and priorities. An evaluation component must be built into the Project to periodically review the effectiveness of the Involvement Process and ensure that it is providing full and open access to its participants. New issues may arise that will require the county to modify its approach to Stakeholder involvement.
