Evaluation Component. The Evaluation Component of the M&E Plan will contain three types of evaluations: (i) impact evaluations; (ii) performance evaluations; and (iii) special studies. The Evaluation Component of the M&E Plan will describe the purpose of the evaluation, methodology, timeline, required MCC approvals, and the process for collection and analysis of data for each evaluation. The results of all evaluations will be made publicly available in accordance with MCC’s Policy for Monitoring and Evaluation of Compacts and Threshold Programs.

This component should use state-of-the-art methods for addressing selection bias and should make provisions for collecting data from both treatment and control groups, where practicable. The Evaluation Component shall contain two types of reports: Final Evaluations and Ad Hoc Evaluations, and shall be finalized before any MCC Disbursement or Re-Disbursement for specific Program activities or Project Activities.

Evaluation Component. All work performed under this contract shall include an evaluation component. Contractor agrees to collect, maintain and provide data for evaluation purposes as specified in the Work Statement and in any other provisions of this Contract.

Grantee shall perform an analysis of the total grant that will identify the results and effectiveness of the project as measured by the Statement of Work, Deliverables, goals and objectives, and the benefits to the individuals served. The Grantee will collect consumer data for the completion of the Pennsylvania (PA) Annual report. Grantee will utilize the CIL Suite Software sharing component to submit the PA Annual report data via CIL Connector. Grantee will provide additional CIL Suite reports as requested. Grantee shall conduct surveys of consumers’ satisfaction with services rendered under the grant.

The Evaluation Component of the M&E Plan contains information about how the program will be evaluated through independent evaluations which are further described in the M&E Policy. The Evaluation Component of the M&E Plan will describe the purpose of the evaluation, methodology, timeline, required MCC approvals, and the process for collection and analysis of data for each evaluation. All independent evaluations must be designed and implemented by independent, third-party evaluators. For each independent evaluation, the Accountable Entity is expected to review and provide feedback to independent evaluators on the evaluation design reports, evaluation materials (including questionnaires), baseline report (if applicable), and any interim/final reports in order to ensure proposed evaluation activities are feasible, and final evaluation products are technically and factually accurate. A description of the expected evaluation methodologies for each Project is below. Governance Project The Governance Project may be evaluated through a performance evaluation. The questions that shall guide the design of the evaluation may include:
1. Was the project implemented as expected? What was learned about how to use facilitated change management as an implementation approach? What facilitated implementation and what challenges were encountered?
2. Did the project achieve its targeted outcomes, particularly its stated objective to create more effective, accountable, and transparent power sector governance in The Gambia, in the timeframe and magnitude expected? Why or why not?
3. Do the results of the project justify the allocation of resources toward it?

The evaluations should use rigorous methods for addressing selection bias, as applicable. The Government shall implement, or cause to be implemented, surveys to collect baseline and follow-up data on both Beneficiaries and non-Beneficiaries. The Evaluation Component shall contain two types of reports: Final Evaluations and Ad Hoc Evaluations, and shall be finalized before any MCC Disbursement or Re-Disbursement for specific Program activities or Project Activities.

A. The Grantee will collect consumer data for the completion of the Federal 704 Form as required by Administration for Community Living (“ACL”).

C. Grantee shall conduct surveys of project participants’ satisfaction with services rendered under the grant.
