DISTRICT RIGHTS AND RESPONSIBILITIES. The Union recognizes and agrees that the Board, on its own behalf and on behalf of the electors of the District, retains and reserves unto itself, all powers, rights, authority, duties, and responsibilities conferred upon and vested in it, express or implied, by the laws and the Constitution of the State of California and of the United States.
