Education Reimbursement. Each full-time employee who has completed a minimum of two (2) years of continuous service with the Employer shall be entitled to a maximum reimbursement per calendar year of Four Thousand Dollars ($4,000.00) per year towards the actual cost incurred by the employee for tuition and fees for attending graduate, college or university class work on the following conditions: (a) all course work must be pre-approved by Chief of Police and must be in the fields of law enforcement or management; · (b) payment will be made based upon the number of approved hours to a maximum of sixteen (16) semester hours or twenty (20) quarter hours; (c) an employee will be reimbursed for the hours taken and passed with at least a grade of “C” or receive a pass in a pass/fail course provided an official transcript and a paid fee slip are delivered to the finance director. The employee will be reimbursed within a reasonable time after providing the information. Failure to provide an official transcript and a paid fee slip will result in no reimbursement to the employee; (d) the amount of reimbursement may not exceed the actual amount expended by the employee for said course work. Reimbursement shall be for tuition costs and a maximum of One Hundred ($100.00) Dollars per course per employee for fees and/or books. All other fees are the responsibility of the employee; (e) the City shall not be required to pay a sum in excess of Twelve Thousand ($12,000.00) Dollars per any calendar year for reimbursement. Inthe event those funds are insufficient to provide full reimbursement to all employees, the monies shall be prorated among the qualifying employees; (f) employees shall notify the Chief prior to January 1 and July 1 of classes which they expect to pursue in the subsequent six (6) month period; (g) any balance in the college reimbursement fund shall be returned to the general fund at the end of the year. (h) reimbursement shall be limited to reimbursement for course work leading to one undergraduate degree and to one graduate degree only per employee.

Education Reimbursement. Each Section 20.1 Payment of tuition by the City for approved education programs will be in conformance with the following:
1. Upon approval of the Degree Program or course of study by the Department Director, the Human Resources Director and the City Manager, the City will pay the tuition of regular employees for up to one (1) Bachelor degree and one (1) post-graduate degree (Masters or PhD). An eligible educational program is one that, in the judgment of the City is directly related to the employee's current position and which will improve performance in a current position or which constitutes preparation for promotion to related higher level of responsibilities.
2. Employees will be required to declare their intent to take classes in accordance with the Budget Calendar. The City will not pay for more credits than required in the approved degree program.
3. The employee must be full-time with permanent status.
4. The employee's most recent performance evaluation must reflect a "meets expectation" or higher overall rating.
5. The employee's application must be submitted through the employee's immediate supervisor, to the Department Head, and then to the Director of Human Resources for review.
Section 20.2 Reimbursement: Reimbursable courses must meet the following criteria:
1. Approved course grades will be reimbursed according to the following schedule: A - 100% B - 100% C - 75% D - 0% F - 0%
2. A grade of P in a "Pass-Fail" course will be eligible for 75% reimbursement.
3. In order to receive a reimbursement, employees must show proof of satisfactory completion at the end of the course.
4. Employees will be reimbursed for courses taken at private institutions at a credit hourly cost not to exceed that of state colleges and universities.
5. No reimbursement will be made for text books, lab fees or any other expenses.
6. No course work shall be performed during working hours unless approved by the Department Head. In such event, course work performed during working hours shall be deducted from accumulated leave time.
7. If an employee who has completed a minimum of voluntarily terminates employment with the City within two (2) years of continuous service with the Employer completion of any course for which he has received reimbursement, then the amount shall be entitled repaid to a maximum reimbursement per calendar year of Four Thousand Dollars ($4,000.00) per year towards the actual cost incurred by City immediately. Should such employee fail to immediately repay the reimbursement, the City may deduct the amount from any salary or wages due to the employee for tuition and fees for attending graduate, college or university class work on from the following conditions:

Undergraduate or Graduate Level Course Guidelines • Courses of direct benefit to the Village or serve as a graduation requirement to obtain an accredited undergraduate or graduate degree shall be reimbursed at 100%. • Courses of indirect benefit to the Village shall be reimbursed on a first come, first serve basis at 50%. • Courses of no benefit to the Village shall not be reimbursed. • Reimbursement for a combination of graduate and undergraduate level courses shall not exceed $3,000.00 per employee per budget fiscal year, except as provided below. • After November 1st of each year, employees with approved application(s) eligible for reimbursement in a total amount that is greater than $3,000.00 are eligible to receive up to an additional $3,000.00 in education reimbursement per fiscal year. If the total additional reimbursements exceed the $20,000.00 unit cap, each employee will be reimbursed at an equal amount up to the bargaining unit cap. Any additional reimbursement will be paid to employees upon the Village receiving all tuition receipts and grade reports, but no later than February 1st of the following fiscal year. Additional reimbursements paid to employees after December 31st shall be applied to the previous fiscal year cap. If tuition is paid in part or fully by any other agency or organization, the amount of Village reimbursement may not exceed will be modified in direct relation to such payment.
