Emancipated Young Adults. Former child welfare dependents and/or 15 former probation wards ages eighteen (18) to twenty-four-(24) years (or as otherwise authorized 16 by Federal and State regulations), who were in out-of-home placement on or after their 18th 17 birthday; or former dependents/wards up to age of twenty-five (25) years who meet the following 18 criteria: completing secondary education or program leading to equivalent credential or is enrolled 19 in an institution that provides post-secondary education.
