Employment of Persons Outside the Bargaining Unit during Lay Off. This provision is not applicable to a casual nurse (except a casual nurse while in a Temporary Position). No Nurse outside the Bargaining Unit shall be employed as a Temporary or Regular Nurse until Nurses with recall rights have been given an opportunity for re-employment, provided that the recalled Nurse meets the threshold requirements which means the minimum skills, abilities and qualifications required to perform the duties of the position.
