Exclusive Rights of the Association. The Board recognizes that the rights and privileges of negotiating wages, hours, fringe benefits, other conditions of employment and processing grievances are exclusively those of the Association and the Board will not bargain wages, hours, working conditions, other fringe benefits and processing grievances with a competing labor organization until such time as an election is conducted.
