As for BPJS Kupang Branch itself, this has not been done because of the tendency of leaders to be closed, especially in terms of communication regarding collaboration, so it is in line with the opinion of Xxxxxx and Xxxx (2007) that there are many reasons why stakeholders decide not to participate or are not invited to collaborate.
