Federal Mediation and Conciliation Services. 1. Following the forty-fifth (45th) calendar day from the first meeting, in the event an agreement is not reached by negotiations after full consideration of proposals and counter proposals, either party may have the option of declaring impasse and shall cause unresolved issues to be submitted to mediation. The requesting party shall provide the other party with a copy of the request for mediation services and the other party shall automatically join in such mediation request.
