Furlough. A. Employees may be furloughed (temporary layoff) for a period not to exceed ninety (90) calendar days without activating the provisions of Article 19, (Xxxxxx and Recall). Each such furlough shall be within a department, by classification, in inverse order of seniority, and no bumping or displacement shall occur.
