Infrastructure provisions. Planning authorities, when planning for new development, are to ensure that social and physical infrastructure can be provided in way that is efficient, equitable, assessable and timely. It is proposed to provide a fully serviced neighbourhood. Information procured to date on each relevant service includes: Reticulated sewer: We are advised by the proponent that a sewer rising main passes the site, along the Pyrenees Highway, coming from Newstead to the Castlemaine wastewater treatment facility. Our engineers have advised that – generally – it is physically possible to “T” into a sewer rising main; however, confirmation will be required from Coliban Water that the rising main has sufficient spare capacity to take expectant loads from the proposed neighbourhood. Water: We are advised by the proponent that Coliban Water has reticulated potable water mains in vicinity of the land that could be efficiently augmented to service the proposed neighbourhood. We are also advised that “third pipe” reclaimed water is provided to the golf course, therefore, there may be opportunity to provide an alternate non-potable water supply to the development for watering open spaces and/or gardens. Electricity: overhead power lines exist in the vicinity of the land, it is anticipated that any future development could easily be serviced in accordance with Powercor’s servicing policy. Roads: The site has excellent accessibility, with highway frontage. However, the neighbourhood would be accessed off Rilens and Woodmans Roads, where safe intersections (including turning lanes, etc., as deemed appropriate by a traffic impact assessment) can be provided. All internal roads will be sealed and provided as development progresses. Drainage: A conceptual urban drainage strategy will be developed in consultation with Council’s engineering department, at an early stage. It is envisaged that the system could include a combination of piped drainage and in-street swale drains and/or rain gardens in selected locations, so as to improve on-site retention. All urban runoff will be captured and treated to best practice standards, before being released at pre- development flow rates via the site’s legal point of discharge (presumed to be the creek). Drainage retardation and treatment elements will be an integral part of the urban design; being environmentally beneficial, visually pleasing and incorporated into open space with walking tracks, viewing areas and boardwalks.   • Infrastructure (a) The Borrower has and will maintain a sufficient infrastructure to conduct its business as presently conducted and as contemplated to be conducted following its execution of this Agreement.
